The vapor barrier in the crawlspace is intended to keep moisture (vapor) from rising into the home. Older homes have a clear vapor barrier which typically deteriorates with age. Current code required a 6 mil black vapor barrier. The image below is of a substantially deteriorated older vapor barrier.

Although a plastic vapor barrier is recommended, a dry cleaning bag as shown in the image below is not adequate.
